16 November 2006 Campaigners criticise congestion charge
Drivers of high-petrol consumption vehicles that may already pay higher car insurance premiums could also face higher congestion charging following a new plan laid out by the mayor, in a move that has been criticised by some activists.
Speed Safety, a pressure group that claims the widespread use of speed cameras hinders rather than helps road safety, has claimed that the proposal is evidence that congestion charging is an exercise in expressing the mayor's personal ideology rather than reducing traffic on the roads.
Paul Smith, founder of the Safe Speed road safety campaign, said: "This move reveals that the London congestion charge is nothing more than a con.
"The congestion charge has made millions, scared away trade and increased pollution, but it has not reduced congestion."
Earlier this year, a survey by car insurance provider swiftcover.com found that 63 per cent of Britons would not reduce their car use due to the introduction of a congestion charge.
The company suggested that the government instead should encourage the use of less-polluting cars, noting that it is already possible to purchase cheaper car insurance with a hybrid car.
